Redemption Periods Are Why Your LTV Is Lower Here

Wisconsin forecloses through the courts, and it layers something on top that most states do not: statutory redemption periods during which a borrower can reclaim the property after judgment.

The length varies with the circumstances of the foreclosure and the remedies the lender elects, but the effect on lending is consistent. A Wisconsin foreclosure takes materially longer to resolve than one in a power-of-sale state, and that time is capital the investor cannot recover or redeploy.

Non-QM investors price it directly. The result shows up as lower maximum LTVs and higher reserve requirements than the same borrower would see in Tennessee or Georgia. That is not something a better rate quote fixes; it is priced into the state.

Plan on putting more down in Wisconsin, and understand that when a lender comes back at 75 percent where you expected 80, the redemption period is why. What a broker can do is find the investor whose Wisconsin adjustment is smallest, because the size of that adjustment varies meaningfully between shelves.

Wisconsin’s agricultural economy produces the same problem Iowa’s does, and the answer is the same: check which document actually carries your income before you choose a product.

A dairy operation moves substantial money through its accounts milk checks, livestock sales, custom work and then equipment depreciation, feed, veterinary costs, and land rent absorb it. The taxable figure that emerges bears no relationship to the operation’s capacity.

But much of that income may not appear on 1099 forms in any meaningful amount, because it arrives through cooperatives and processors in varying forms. If your 1099 totals are small relative to your actual receipts, a bank statement program reading deposits will serve you far better than a 1099 program and an asset-based program against owned farmland is worth asking about too.

Whatever the product, run twenty-four months. Milk prices and crop years vary for reasons outside your control, and two years gives an underwriter something to average against.

How Qualifying Works

A 1099 loan qualifies you on income documented on your 1099 forms rather than the net profit shown after deductions.

Programs split into two camps. Some apply 90 percent or more of gross 1099 income with no expense deduction. Others apply an expense factor of 10 to 25 percent first.

Milwaukee carries the bulk of investor inventory and a distinctive asset: an unusually deep stock of duplexes and side-by-side two-family homes. Combined rents across both units are what make DSCR work in Milwaukee a single-family purchase at the same price frequently will not clear the ratio, while a duplex will. If you want DSCR here, two-family is the way.

Madison commands higher values driven by university and state government employment, with tighter ratios and strong long-term demand.

Fox Valley Appleton, Oshkosh, Green Bay offers solid rent-to-price ratios with a manufacturing employment base.

Door County and the Northwoods are seasonal short-term rental markets. Annualized rent from a summer-weighted or winter-weighted property gets discounted, which is when the 1099 path beats DSCR. Several jurisdictions regulate short-term rentals; verify the specific address.

Smaller cities — Racine, Kenosha, Janesville, Eau Claire — offer lower entry prices where loan minimums begin to bind.

Other Wisconsin Specifics

Older housing stock. Milwaukee’s duplex inventory is largely pre-1940, bringing lead disclosure obligations and frequent deferred-maintenance flags — knob-and-tube, older heating, foundation and porch condition.

Cold-weather condition items. Freeze-thaw damage, roof loading, and heating system age surface in appraisals routinely. Where the landlord pays heat, that cost enters the DSCR calculation directly and it is not small here.

Property taxes are relatively high and vary by municipality and school district. Because taxes sit inside both DTI and DSCR, pull the actual bill.

Milwaukee rental registration and inspection requirements apply in some circumstances. Confirm compliance status before applying on a refinance of an existing rental.

Investment Property Terms

  • Down payment: expect the higher end of 20–25 percent, and sometimes more, given the redemption period
  • Credit: 620 floor at most investors; real improvements at 680, 700, 740
